Russia Urges Easing of ICAO Sanctions

Russia says current aviation restrictions risk the safety of its Western-built airliners.

On September 22, 2025 Russia formally asked the UN aviation agency ICAO (International Civil Aviation Organization) to ease ICAO sanctions that limit access to spare parts and overflights, arguing those measures endanger its largely Western-built commercial fleet.

The request, submitted ahead of the ICAO assembly in Montreal, directly challenges Western aviation policy and frames the dispute as a safety and maintenance issue rather than strictly political.
